It's a bit misleading because of the pod games
The basic schedule is Four 4-game ACC series home and away. That's 32 games - 16 home and 16 away.
Then there are the 6 pod games that are added into the schedule. The pod games are 3 games against two other teams. In VTs case, it's Clemson and FSU. All 6 of those games for VT were originally scheduled to be played at Georgia Tech. I "believe" those games are actually structured so that each team is the home team 3 times and the away team 3 times.
Georgia Tech was apparently concerned about the number of games that were going to be played on their field, so VT and Clemson decided to play their 3 games at Clemson since it's in the neighborhood. It's not clear to me if VT will still be the home team in one of those games, but I would hope so.
This is a long-winded answer to your question, but I think the plan was that each team would play 38 ACC games - 19 as the home team and 19 as the away team. It just that those 3 additional "home" games would be played at a different venue.
